Cert III in Concreting Now Funded Through Certificate 3 Guarantee



Are you living in the dark ages without your Cert III in Concreting?
 
If you have the experience, you deserve the qualification! Get your concreting skills recognised in weeks, and without any classroom study. You've already done the hard work, now's the time to get your reward!
 
Right now the Queensland State Government is funding Cert III Concreting. If you are working with concrete but don't have your certificate, now is the best time to get it. All skilled workers will have their Recognised Prior Learning assessed.

For a person to be eligible they only need to fit the following criteria;

Working With Concrete?

Getting a Cert III in Concreting Just Became Guaranteed.


As of 1st November 2014 getting a Cert III in Concreting just became very achievable. Whether someone is working as a casual or permanent - in fact even unemployed – a person is now able to be trained under the Cert 3 Guarantee Queensland Government initiative, which means the Government will subsidise the qualification.
 
For a person to be eligible they only need to fit the following criteria;
·         Australian citizen/permanent resident or NZ citizen
·         Permanently reside in Queensland
·         15 years or older
·         No longer at school
·         Not currently enrolled in or previously completed a Cert III (or higher) qualification. (Note: Cert IIIs completed at school are not counted)
The Certificate 3 Guarantee is a key initiative under the Queensland Government's five-year training reform action plan, Great skills. Real opportunities.
If you are currently working within the construction industry using concrete (eg; builder, fencing, hard landscaping, labourer, road worker etc.) then this is an opportunity for you (or your team) to get formally recognised for your skills within concreting. $10,000 Potential Incentive to Train Additional New Apprentice

with two incentives available now to employers.


(1): Queensland Apprenticeship Pledge

Eligible employers can receive an incentive of up to $6,000 for each additional apprentice they employ and retain.

Until 30th June 2015, under the Queensland Apprenticeship Pledge, the government invites individual employers, including employers who do not currently have apprentices, to 'make a pledge' to employ additional apprentices. Did you know that a Cert III in Civil Construction Plant Operation is an apprenticeship? Got operators with a few tickets to drive machines?

How about getting a full Cert III at no cost + incentives?

Only employers that make a pledge are eligible to receive the incentive payments up to the number of additional apprentices pledged. So if you currently have 2 apprentices and you increase it to 5, your pledge should be 3 (being the increase).

The incentive is paid in two stages:

$4,000 paid in October 2015; and

$2,000 paid in October 2016.

Employer benchmarks are based on additional apprentices employed and retained compared to a baseline as at 30 June 2014 (excluding school-based apprentices and apprentice re-commencements).

The second part of the incentive available has been in place for some time and yet many are still unaware of its availability.

(2): The New Worker Incentive

This incentive is payable in two parts to the employer as listed below. It applies to apprenticeships and traineeships that fall within the National Skills Needs List.

$1,500   Commencement

$2,500   Completion


These incentives are available now within Queensland and whilst many qualifications are 100% as well as additional incentives, employers should take full advantage of them.

Queensland Government Pledges $36 Million For More Apprenticeships


The Minister for Education, Training and Employment, the Honourable John-Paul Langbroek, announced the Queensland Apprenticeship Pledge this morning. This initiative aims to create 6,000 additional apprenticeship opportunities. Fact Sheet attached can be given to employers interested in making a pledge.

Queensland Apprenticeship Pledge

Under the Queensland Apprenticeship Pledge, the government invites individual employers, including employers who do not currently have apprentices, to 'make a pledge' to employ additional apprentices.

Eligible employers can receive an incentive of up to $6,000 for each additional apprentice they employ and retain.

Only employers that make a pledge are eligible to receive the incentive payments up to the number of additional apprentices pledged.

·         $4,000 paid in October 2015; and

·         $2,000 paid in October 2016.

The incentive will apply to eligible apprenticeships commenced from 1 July 2014 to 30 June 2015. Employer benchmarks are based on additional apprentices employed and retained compared to a baseline as at 30 June 2014 (excluding school-based apprentices and apprentice re-commencements).

The Queensland Government is committed to delivering 10,000 additional apprenticeships over six years to boost employment and skills. To support this commitment, in June 2013 the government released Great skills. Real opportunities - a five year action plan to reform the state's further education and training sector.

The introduction of the Further Education and Training Act on 1 July 2014 has streamlined the apprenticeship system in Queensland making it easier for employers and apprentices to develop a strong skills base which supports the Queensland economy.

$20,000 interest free loans for Trade Apprentices


Imagine a Trade Apprentice starting out with no money but the ambition to get skilled, start a career, and be independent. Well, it has become a real possibility with up to $20,000 available, interest free. And what’s more, when an apprentice successfully completes their apprenticeship, they will receive a discount of 20% off the loan (so they only owe $16,000). How good is that!

This ‘Trade Support Loans’ scheme is an Australian Government initiative. Trade Support Loans are loans paid in instalments totalling up to $20,000 over four years. These loans are intended to assist apprentices with everyday costs while they complete their apprenticeship. Eligible trade Australian Apprentices may apply (opt-in) for regular instalments according to their needs.

Trade Support Loans are a more effective method of assisting eligible apprentices with their everyday cost while they undertake their apprenticeship. The programme provides apprentices with up to $20,000 as an income contingent loan, compared with the Tools For Your Trade payments that ceased on 30 June 2014.

ELIGIBILITY

Who is eligible to receive Trade Support Loans?

The Trade Support Loans List identifies those occupations and qualifications eligible for Trade Support Loans. This list includes certificate III or IV qualifications leading to certain priority trade occupations that currently appear on the National Skills Needs List as well as a number of agriculture and horticulture qualifications at the certificate levels II,III and IV levels.

Will current Australian Apprentices receiving Tools for Your Trade payments qualify for Trade Support Loans?

Most apprentices, who were eligible for Tools for Your Trade payments, including those apprentices undertaking qualifications in agriculture and horticulture as outlined above, will be eligible for Trade Support Loans.  More detailed information on eligibility can be accessed from Australian Apprenticeships Centres. Are school-based and/or part-time apprentices eligible for Trade Support Loans?

Yes, subject to meeting eligibility criteria.  Payments are made at the same rate as for full-time apprentices.

PAYMENT ARRANGEMENTS

How much will an apprentice receive if they opt in to receive the Trade Support Loan?

Eligible apprentices can apply for loans totalling up to $20,000 over the life of an apprenticeship. Apprentices will opt in for six monthly periods with loan payments paid monthly in arrears. The amount an apprentice is eligible to receive as a Trade Support Loan is determined by the year of their apprenticeship, that is, whether they are a first, second, third or fourth year apprentice.

Apprentices will receive up to $8,000 in the first year of their training, $6,000 in the second year, $4,000 in the third year and $2,000 in the fourth year.  Apprentices can opt out at any time.

Apprentices who complete their apprenticeship will receive a 20 per cent discount, meaning that the amount they borrowed will be reduced by 20 per cent.

Building Productivity In Construction


A new report released today by The Australia Institute shows clearly that Australian construction is a highly productive industry displaying solid productivity growth.

“Productivity in the construction industry,” a technical brief based on ABS data, found that productivity growth in construction has grown three times that of other Australian industries when using the multifactor productivity measure.

“Construction is a major industry in its own right, with a total sales and service income of $327 billion in 2012-13, about 21 per cent of GDP” said David Richardson, senior research fellow at The Australia Institute

“Building construction generated $113 billion in 2012-13, heavy and civil engineering construction generated revenue of $74 billion, and construction services generated sales of $140 billion

The Productivity Commission suggests that any industrial relations changes are unlikely to produce measurable effects on productivity and cite other issues which, if addressed, could make the industry even more productive.

We found by looking at the breakdown of construction provided by the ABS, that productivity is high across the construction sector compared to other industries. Heavy and civil engineering and the building construction sub industries are very high, at 53 and 24 per cent above the national average

When looking at all the data, it’s clear that the construction industry is already a productive one, and continues to grow strongly” said Mr Richardson.
