The 10% Training Policy is a major Government initiative
designed to improve the levels of workforce development on major State Government
funded building and construction projects. The primary purpose of the policy is
to ensure that 10% of all labour hours worked on an eligible project come from
individuals engaged in structured training, culminating in an accredited
qualification.
Who does the policy
apply to?
The 10% Training Policy applies to all government- funded
building and construction projects over $250,000 for building and over $500,000
for civil.
How to comply
2. Provide CSQ with a Compliance Plan within 10 working days
of the date of acceptance of the tender.
3. Ensure that the project employs sufficient apprentices, trainees,
cadets, or Indigenous workers and/or implements a training program aimed at
up-skilling the workers on site. Talk

4. The principal contractor must track and report on the
apprentices, trainees, cadets and/or Indigenous workers engaged on the project.
The principal contractor must also record up-skilling of existing on-site
workers (recognised national qualifications only). Note: This is up to a
maximum of 25% of the deemed training hours. We work closely with our clients
to ensure a clear outline of all training accreditation acquired and provide
this information to you so it is easy for you to keep track of this requirement.
5. Eligible apprentices, trainees, cadets, Indigenous
workers or existing workers can be employed directly by the principal contractor,
subcontractor, or be accessed through a group scheme or government agency such
as Building and Asset Services.
6. Provide CSQ with a completed Interim Compliance Report
after each 13 weeks of the construction phase.
7. Provide CSQ with a completed Practical Completion Report
within 15 days of the date of practical completion.
